Equality is the first base to break past the barriers the Council has in place to repress individual thought, and h e is the first to discover how slap-up and p! owerful the forgiving mind is. It is not until the Council responds in this surprisingly hostile manner, however, that Equality understands that the Council is, in actuality, afraid of him. This fear causes Equality to understand the power that he alone holds, power that has the potential to do great or terrible kit and boodle depending on how he chooses to direct it.
